We can conclude that said neighbour is an idiot, IMHO, and I feel a terrible urge to whack him over the head with a very large rake.

several weeks ago i watched a campus employee blow leaves away from the front of the building for half an hour....i was so glad when he finally turned it off - and so amused when within the next half hour a huge gust of wind blew all the leaves back to the front of the building from whence they came :)
Yes...the silly folks who use these screeching blasters seem to forget that there's ... wind. ;-D
